Does Leno’s Law Have A Remote Chance In California?
State Bill 1392, dubbed Leno’s Law, has moved further up the pike than any of the previous state bills aimed at rolling up the smog test exemption. It has passed the Assembly and Appropriations Committee, but still has to get a little further before it passes. Will it?
